This document contains a summary of the report carried out by Drs. Luis Rouco Rodríguez, Enrique Lobato Miguélez, and Francisco M. Echavarren Cerezo, Professors of the School of Engineering, at the request of Endesa and Iberdrola, on the facts and circumstances that led to the blackout in the Iberian system on 28th April 2025.
Although the report addresses all the facts and circumstances that led to the blackout, this summary aims to bring to the reader's attention novel analyses that offer well-founded answers to unresolved questions arising from a careful study of the reports issued. In preparing the report, the authors have used non-public data provided by Endesa and Iberdrola. [...]
